New change making Perl optional, on smaller systems: https://gitlab.com/HRio/etckeeper/tree/remove-perl-3-rebased
It will use Perl if its installed or else fall back to Bourne Shell.
"make test" passes on Alpine Linux without Perl installed.
Can you please review?
