The operating system fails to make the proper updates:

I have disabled the services etckeeper.service and etckeeper.timer and tried to uninstall but that error persist.
Can you please assist me to fix the bug?

It appears that somehow the README files have had their execute bits set on your system. So you should
chmod -x
them. If Ubuntu is somehow shipping the README files with the execute bit set, you should file a bug on Ubuntu.
